CTO – Singapore Incorporated Institution

This newly established, purpose-led technology organisation is building advanced software and AI-enabled platforms to support national security and public safety objectives.
Backed by highly credible institutional stakeholders, the organisation is investing heavily in modern engineering, data, and applied AI capabilities to deliver secure, scalable, and high-impact solutions at enterprise scale.
To support this mandate, the organisation is seeking to appoint a Chief Technology Officer to provide executive leadership across software engineering, platforms, infrastructure, data, and AI. Reporting directly to the CEO, this role will shape the technology vision, build deep in-house capabilities, and ensure the delivery of complex, high-assurance systems that meet the highest standards of security, resilience, and governance.
Responsibilities
You will define and execute the organisation’s end-to-end technology strategy across software, cloud, data, and AI, ensuring alignment with mission objectives and long-term organisational goals. You will provide executive leadership over modern software development and delivery, championing strong engineering practices including cloud-native architectures, DevSecOps, automation, and secure system design.
You will oversee system and solution architecture to ensure performance, scalability, maintainability, and compliance with government and security standards. A key focus of the role is driving the delivery of AI-enabled solutions, including generative AI, analytics platforms, and intelligent systems, while ensuring responsible AI use and regulatory compliance.
Requirements
We are seeking a senior technology leader with extensive experience in executive or enterprise-level technology roles, ideally within government, defence, public safety, or similarly regulated environments. You will bring deep expertise in software architecture, modern engineering practices, cloud or hybrid infrastructure, and platform engineering.
A proven track record of delivering large-scale, high-assurance systems is essential, along with strong experience in DevSecOps, engineering governance, and technology risk management. Exposure to AI and data-driven platforms, including applied or generative AI solutions, will be highly advantageous.
